Be honest with yourself about what you need. If the print calls out a MIL spec, a first article, or a certification most local shops cannot satisfy, the hour matters less than the requalification would. If it is a rack of brackets that needs to look tidy, there are closer options and we will say so.

Yes, and the color callout should be on the print. Note that a color number is not a color standard — if appearance is controlled, send a current approved sample on the same alloy, temper and mechanical finish, because gloss and shade vary with substrate.
Powder cure is oven-bound; liquid is not. Oversized weldments and structures get a liquid system that cures at ambient or force-dries at low temperature. Tell us the envelope early and we will tell you which way it has to go.
